El organismo
europeo insta a las asociaciones y ligas "para explorar todas las opciones
posibles" para dar un final natural a los torneos domésticos.
Las asociaciones
y ligas europeas tienen hasta el 25 de mayo como fecha límite para comunicarle
a la UEFA su planificación de futuro, si se reanudan las competiciones
domésticas o si se dan por concluidas ante la imposibilidad de hacerlo por la
pandemia del coronavirus.
El máximo
organismo europeo ha hecho llegar a las 55 asociaciones miembro las directrices
sobre los principios de elegibilidad para las competiciones de clubes de la
temporada 2020/21.
Para conocer los
equipos que participan en las mismas se debe resolver la actual temporada, ya
sea jugándose o dándolas por terminadas prematuramente, como ya ha anunciado
Holanda, por ejemplo. En este caso, las federaciones deberán enviar la lista de
equipos designados para competir en las próximas competiciones continentales de
clubes.
Según el
documento enviado por la UEFA, el primer punto indica que la admisión "se
basa en el mérito deportivo", por lo que insta a las asociaciones y ligas
"para explorar todas las opciones posibles" para dar un final natural
a los torneos domésticos.
Precisa en el
segundo punto, que antes del 25 de mayo las asociaciones y ligas deberán
informar a la UEFA de su planificación sobre la reanudación de sus
competiciones y comunicar la fecha en la que se volverá a jugar y el formato
que se aplique.
No obstante,
indica que mientras se trata de completar las competiciones nacionales, las
asociaciones y ligas pueden "tener motivos legítimos para poner fin
prematuramente a sus competiciones" por "la existencia de una orden
oficial que prohíba los eventos deportivos para que las competiciones
nacionales no puedan completarse o que sea muy improbable que se completen
antes de una fecha que permita completar la temporada actual a tiempo".
Así mismo,
entiende que pueden existir "justificaciones económicas y financieras
específicas que harían que la reanudación de la temporada" fuera
"imprudente" o que "pudiera poner en riesgo la estabilidad
financiera a largo plazo de la competición nacional y/o clubes".
En el caso de que
una competición no se pueda completar por esas razones legítimas, la UEFA exige
que antes de el 25 de mayo la asociación explique las circunstancias que
justifican dicha decisión y defina los clubes que participarán la próxima
temporada "sobre la base del mérito deportivo" de la presente
campaña.
El máximo
organismo europeo señala que el procedimiento de selección de los equipos
"debe basarse en principios objetivos, transparentes y no
discriminatorios. Las Federaciones Nacionales y Ligas, por lo demás, deben
tener la capacidad de decidir las posiciones finales en sus competiciones
domésticas, teniendo en cuenta las circunstancias específicas de cada
competición".
Además de que
"la determinación final de las plazas elegibles para las competiciones de
clubes de la UEFA debería ser confirmada por los órganos competentes y
pertinentes a nivel nacional".
La UEFA advierte
de que "se reserva el derecho de rechazar o evaluar la admisión de
cualquier equipo propuesto por una Federación Nacional en una competición
nacional terminada prematuramente, en particular cuando: las competiciones
nacionales no hayan sido terminadas prematuramente por las razones expuestas en
estas directrices de la UEFA o por cualquier otra razón legítima de salud
pública; los equipos fueron seleccionados de conformidad a un procedimiento que
no fuera objetivo, transparente y no discriminatorio, de modo que los clubes
seleccionados no pudieran considerarse clasificados por sus méritos deportivos;
existe una percepción pública de injusticia en la clasificación del
equipo".
