En el caso de
que ambas selecciones sean las responsables de que el partido no se celebre se
realizará un sorteo para ver cuál es el resultado.
El Comité
Ejecutivo de la UEFA ha aprobado este lunes varias medidas como parte de un
protocolo de actuación en caso de que algún partido internacional no pueda
celebrarse en el contexto de la pandemia por Covid-19, y decidió que si una
selección no puede alinear a 13 jugadores, ni reprogramar la fecha del
encuentro, lo dará por perdido a la Federación encargada de la organización del
mismo.
Los siguientes
criterios, que "deben aplicarse en caso de partidos aplazados o
cancelados", tienen como objetivo "garantizar que puedan
desarrollarse según lo previsto". Sin embargo, los casos positivos de
Covid-19 tras las pruebas realizadas antes de los partidos pueden dar lugar a
que se pongan en cuarentena grupos de jugadores o equipos enteros y a que las
federaciones no puedan alinear un equipo tras una decisión de la autoridad
nacional o local competente. De esta forma, dado la "congestión del
calendario" la UEFA ha aprobado que en caso de que un grupo de jugadores
de una selección sea puesto en cuarentena o en aislamiento obligatorio por
parte de las autoridades, "el partido se desarrollará según lo previsto
siempre que el equipo disponga de al menos 13 jugadores disponibles (incluido
al menos un portero)".
Pero si una
federación nacional no está en condiciones de alinear un equipo con el número
mínimo de jugadores (13 incluyendo al menos un portero), "el partido se
reprogramará, si es posible, en una fecha que será fijada por la administración
de la UEFA, que también tendrá la facultad de asignarlo a una sede que puede
estar en un país neutral. En cualquier caso, la selección local seguirá siendo
responsable de la organización del partido y de todos los gastos
relacionados". Y si el partido no puede ser reprogramado, el Comité de
Control, Ética y Disciplina de la UEFA será el encargado de tomar una decisión
al respecto. Este comité declarará el partido por perdido a la federación
nacional que sea responsable de que el partido no se celebre o no pueda jugarse
de forma íntegra a menos que este organismo llegue a la conclusión de que ambas
selecciones o ninguna son las responsables de que el partido no se celebre o no
pueda jugarse íntegramente, lo que significa que el partido no puede darse por
perdido".
"Si no se
puede declarar por perdido, el resultado del encuentro se decidirá por un
sorteo (por ejemplo, victoria por 1-0, derrota por 0-1 o empate 0-0) realizado
por la administración de la UEFA". Y si algún miembro del equipo arbitral
designado para un partido da positivo por Covid-19, "la UEFA podrá,
excepcionalmente, nombrar árbitros suplentes que podrían ser de la misma
nacionalidad que una de las federaciones nacionales y/o no figurar en la lista
FIFA".
