Como medidas
contra el coronavirus y los posibles contagios.
A pocos días de
que vuelvan los partidos de selecciones, el Comité Ejecutivo de la UEFA ha
elaborado un protocolo para el regreso del fútbol respecto a la actual
situación del coronavirus, que ya ha afectado a muchos jugadores y clubs.
Este programa
tiene como objetivo garantizar la disputa de dichos encuentros, con los
jugadores y equipos pudiendo desplazarse a las sedes oficiales de partido. No
obstante, los casos de positivos tras las pruebas realizadas antes de los
partidos pueden dar lugar a que se pongan en cuarentena grupos de jugadores o
equipos enteros, y es por eso que se han querido poner una serie de medidas.
1) En en supuesto
que un grupo de jugadores de una selección sea puesto en cuarentena o
aislamiento obligatorio por parte de las autoridades competentes, el partido se
desarrollará según lo previsto siempre que el equipo disponga de 13 jugadores
disponibles, independientemente de cualquier otra disposición del reglamento de
la competición correspondiente, siempre que todos los jugadores sean elegibles
para representar la selección sub-21 o absoluta correspondiente de acuerdo con
la norma aplicable de la FIFA y haya dado negativo según lo exigido por el
Protocolo de la UEFA.
2) Si una
federación nacional no está en condiciones de alinear un equipo con el número
mínimo de jugadores antes mencionado (es decir, 13 incluyendo al menos un
portero), el partido se reprogramará, si es posible, en una fecha que será
fijada por la administración de la UEFA, que también tendrá la facultad de
asignarlo a una sede que puede estar en un país neutral (dentro del territorio
de una federación miembro de la UEFA) si se considera apropiado. En cualquier
caso, la selección local seguirá siendo responsable de la organización del
partido y de todos los gastos relacionados.
3) Si el partido
no puede ser reprogramado, el Comité de Control, Ética y Disciplina de la UEFA
tomará una decisión al respecto. Este Comité de Control, Ética y Disciplina de
la UEFA declarará el partido por perdido a la federación nacional que sea
responsable de que el partido no se celebre o no pueda jugarse de forma íntegra
a menos que este organismo llegue a la conclusión de que ambas selecciones o
ninguna son las responsables de que el partido no se celebre o no pueda jugarse
íntegramente, lo que significa que el partido no puede darse por perdido. Si no
se puede declarar por perdido, el resultado del encuentro se decidirá por un
sorteo (por ejemplo, victoria por 1-0, derrota por 0-1 o empate 0-0) realizado
por la administración de la UEFA.
4) Si algún
miembro del equipo arbitral designado para un partido da positivo por Covid-19,
la UEFA podrá, excepcionalmente, nombrar árbitros suplentes que podrían ser de
la misma nacionalidad que una de las federaciones nacionales y/o no figurar en
la lista FIFA.
